When you type passwd username it is prompting you for the new password. It will do this twice. Sounds like it has been put into Apple Startup mode which is where you see the first Welcome screen. Not sure about the missing countries. You could try resetting the Apple Startup mode by removing the following file while in single-user mode. You can manually remove the login. It will create a new one and prompt you to create a password for it. I do trust all of the ideas you have presented for your post. Still, the posts are too quick for newbies. May just you please extend them a little from subsequent time?
